Crack down on retaliation and arrest the direct leaders of rights defense petitioners. The reason is that on December 1, 2022, Tianjin Daily published an article titled "The Letters and Visits Office runs through the mass line in its work, turning the masses as family members into petitioners instead of petitioners".
