While serving as a judge of the Criminal Division of the Yangzhou Intermediate People's Court, he persecuted co-founder of China Human Rights Watch. also the dissident Xu Qin, winner of the Lin Zhao Freedom Award. Lawyers are prohibited from meeting and reviewing papers. Actively cooperating with the authoritarian government, Xu Qin was arrested in November 2021 on suspicion of inciting subversion of state power. The trial was postponed ten times over five years. Xu Qin has blood pressure, heart, and lumbar spine problems and has been refused medical parole.
